On 1st October 2006 a major change in fire regulations took place.
The Regulatory Reform (Fire Safety order) Order 2005 came into
force. The Order brought about significant changes in the responsibility
for the prevention of fires and knowledge required by employees in the
event of a fire in the workplace.
As from 1st October 2006 Fire Certificates are now no longer issued
and those previously in force will have no legal status. The Order
made anyone who has control in a dental practice, or anyone who
has a “degree of control” over areas of the dental practice or systems
to be designated as a “responsible person”.
The responsible person, either on their own or with another
“competent person” must as far as it is reasonably practical,
ensure that employees, patients and anyone visiting the
dental practice can escape safely in the event of a fire.
The responsible person must ensure that ‘suitable and
sufficient fire risk assessment’ of the dental practice is
carried out by a “competent person”.
Dental practices with five or more employees should keep
a “written record” of any “significant findings” and action
taken. The Order states that all of the dental team must
have “adequate instruction and training” as regards to
understanding fire risks and hazards, escape and the use of
fire extinguishers. Designated members of staff who take
responsibility in the event of a fire are called “Fire Marshals”
and they require further training.
